Vincent has held a range of posts in local government, including strategic planning for urban regeneration, economic development, regional transport and environmental policies.

This included responsibility for the joint statutory metropolitan plan for Glasgow and the Clyde Valley, and previously with an English county, borough and new town. Most recently, he has been an advisor to the public, private and voluntary sectors on urban regeneration, strategic planning, and collaborative planning, within the UK and abroad,

He is an Honorary President of the European Council of Spatial Planners, a Past President of the Royal Town Planning Institute, a Vice-President of the Town and Country Planning Association, an Honorary Professor (University of Manchester), a Fellow of the Academy of Social Science and a Design Council Expert (Specialist). He also holds positions in the RTPI , the UK2070 Commission and the Global Planners’ Network.

He has had a range of international roles including with the European Environment Agency, European Council of Spatial Planners, the European metropolitan planning METREX network, the OECD and the University of Pennsylvania. Most recent he has been appointed to the UN’s Habitat Professional Forum Working Group on Post-Covid Recovery.
